INTEGRATED REGULATORY FRAMEWORK FOR IMPLEMENTATION OF TOD, BENGALURU

Since June 2019, HTAU has been assisting the Asian Development Bank (ADB), Bengaluru Metro Rail Corporation (BMRCL) and Directorate of Urban Land Transport (DULT) as Mobility and TOD experts in a wide range of preparatory activities for one of the largest Transit Oriented Development (TOD) and Multi-modal Integration (MMI) focused consultancies in India. A key component of our scope of work was to assist in creating an enabling integrated regulatory framework for effective implementation of TOD and MMI in  Bengaluru.  This included a comprehensive review of and recommendations towards the existing Draft Revised Master Plan 2031 (EDRMP) for Bengaluru which is currently under preparation to ensure holistic integration of TOD as a tool to guide sustainable city growth.  HTAU also prepared a Framework for Incentivizing Redevelopment (and plot amalgamation) of brownfield sites in Bengaluru and established Principles for differential TOD Regulations for the city for inclusion in the TOD Policy. Additionally, HTAU carried out detailed reviews of and recommendations for the Draft Parking Policy for Bengaluru, Draft Bengaluru TOD Policy and Draft Bengaluru Metropolitan Land Transport Authority (BMLTA) Bill to create an enabling statutory and regulatory eco-system for the effective implementation of TOD.
